The City of Santa Clara has operated a Below Market Purchase (BMP) program since 1995, dedicated to helping low and moderate-income families achieve affordable homeownership.This initiative collaborates with housing developers to create a variety of affordable housing options—ranging from single-family homes to condominiums and townhouses—within new developments, ensuring that first-time homebuyers can find homes priced within reach for different income levels.​

Seeking to sell your
BMP Home?
BMP resale procedures vary based on the number of years you have owned your home. BMP resale requirements can be found in Section 9 of the Below Market Purchase Ownership Guidelines.
If you wish to sell your home, you will first need to issue the City a “Notice of Intended Transfer”

Annual BMP Compliance Monitoring
As the BMP Program Administrator, Hello Housing is here to support existing homeowners comply with the BMP Program requirements including annual owner-occupancy reporting.
